Other than most of the above that you already have, i'd say The Elder Scrolls of Oblivion. It's made by Bethesda so you may notice quite a few similarities between Oblivion and Fallout. You can also pick up the Game Of The Year edition quite cheap second hand now and that has the downloadable content on of Shivering Isles and Knights of the Nine.
